Effective from May 2008, the cities of Amsterdam and Amstelveen and the IND have launched a joint initiative. Starting 5 January 2009 Rotterdam has joined this initiative. In just one visit to the Expatcenter, highly skilled migrants can be registered in the Municipal Administration and at the same time collect their residence document. This new procedure has a number of advantages for the parties taking part.
There are two different procedures: the one-stop-shop and the two-stop-shop
Just-in-time processing for employer and employee
The employer can submit an application for a residence permit before the employee actually arrives in the Netherlands: the appointment at the Expatcenter is scheduled while the employee is still abroad. By the time the employee arrives in the Netherlands, all the preparations have been made and the employee can start work immediately after he has visited the Expatcenter.
Killing two birds with one stone
The employee no longer has to report to the municipality and the IND separately, but can be registered in the Municipal Administration and collect the residence document immediately after entering the Netherlands in just one visit to the Expatcenter.
Four-week target term
Under the new procedure, it is possible to complete the entire residency procedure, from the submission of the residence permit application to the issue of the residence document, within a period of four weeks. This includes the registration in the Municipal Administration. The procedure is completed when the employee receives his residence document at the Expatcenter in the Netherlands. At present, the procedure starts when the employee arrives in the Netherlands. The application cannot be submitted any earlier.
Combined application for provisional/regular residence permit reduces administrative burden for employer
If the employee needs a provisional residence permit, the employer can submit one combined application for a provisional/regular residence permit to the IND Labour and Highly Skilled Migrants Desk in Rijswijk. Therefore it is no longer necessary to complete and submit two separate and successive application forms in this respect.
No more delays because of M46 procedure (marriage statement)
A marriage statement verified by the aliens police, the so-called M46 form, is required in order to register the marriage in the Municipal Administration and thus obtain a residence permit for an employee’s spouse. This form used to cause long processing times. The new procedure incorporates agreements to accelerate the M-46 procedure.
